Executive Order n-22-25 issued in March 2025, directed all State employees to return to in person work four days per week. The authority of the Governor to issue the directive has not been subject to legal challenge. However, the obligation to satisfy bargaining requirements and the societal benefits of eliminating most remote work was the subject of much debate.

On Wednesday, June 18, 2025, the CSLEA Board of Directors voted to authorize the Negotiations Team to enter into a side letter with CalHR to address the cost savings sought by the Administration in the 2-year budget cycle running July 1, 2025, through June 30, 2027.

Board Issues Guidance Regarding CalHR’s Request for Side Letter
At the regularly scheduled quarterly Board of Directors Meeting in Sacramento Wednesday, June 18, 2025, the CSLEA Negotiations Committee briefed the Board in Executive Session on the conceptual discussions with CalHR on a possible side letter to address the pay concessions specified in the Governor’s May Revise. On Friday, June 13th, the Legislature adopted a draft budget which preserved the scheduled General Salary Increases effective July 1, 2025, for Unit 7 and a number of other bargaining units. Neither the draft budget nor the authorization for pay increases has been signed off by the Administration.

Budget Deal Update
This week the Legislature, with bipartisan support, passed a $325 billion state budget aimed at addressing a projected $12 billion deficit. Rather than deep program cuts, lawmakers relied heavily on internal borrowing, deferrals, and reserve withdrawals to close the gap. While the agreement rejected the Governor’s proposed salary freeze for state workers, most raises remain deferred and bargaining authority remains with the administration. It’s important to note that this is a two-party agreement between the Senate and Assembly—the Governor has not yet agreed to the deal.

Budget Conflict Creates Uncertainty Over Scheduled Pay Increases
As CSLEA previously reported, there have been a number of meetings between the CSLEA Negotiations Team and CalHR representatives concerning conceptual discussions for pay concessions based on the Governor’s May Revise. CSLEA last met and exchanged proposals on Thursday June 12th. The following day the Legislature adopted a framework budget which preserves the scheduled pay increases, including the 2% increase scheduled to take effect July 1, 2025. As the Governor has yet to sign off on the budget deal, there remains uncertainty on the future of employee compensation.
